How do I find the right amount?

Play the video and note when someone starts speaking, then check the time of that line in the subtitle file. The difference is your shift. You can try again with a different number as often as you like.

What does “starting at line” do?

Sometimes subtitles drift only after a certain point, for example after an ad break. Enter that line number and only the lines from there on will move.
